Libbey wins NACCHO lifetime service award

APHA member Patrick Libbey in July received the 2016 Maurice “Mo” Mullet Lifetime of Service Award from the National Association of County and City Health Officials. Libbey, co-director of the Center for Sharing Public Health Services in Olympia, Washington, was recognized for his efforts in advancing NACCHO’s work to strengthen local health departments. Libbey served as NACCHO’s executive director from 2002 to 2008.

Oerther named nursing group honorary fellow

APHA member Daniel Oerther, PhD, MS, in October was recognized as one of four honorary fellows of the American Academy of Nursing. Oerther is a foreign affairs officer at the U.S. Department of State’s Office of Global Food Security and a professor of civil, architectural and environmental engineering at Missouri University of Science and Technology.

Bloomberg named WHO global ambassador

Michael Bloomberg, MBA, in August was named a global ambassador for noncommunicable diseases by the World Health Organization. The former New York City mayor’s past work with WHO has focused on injury prevention and tobacco control. His future work with WHO will align with the U.N.’s Sustainable Development Goals, in which there are specific targets for reducing injury and noncommunicable diseases. A past APHA Annual Meeting and Expo speaker, Bloomberg received the Association’s Distinguished Public Health Legislator of the Year Award in 2013 at APHA’s 141st Annual Meeting and Exposition in Boston.

Appel named director of California school health group

Judy Appel, JD, in September began her new role as director of the California School-Based Health Alliance. Appel previously served as executive director of Our Family Coalition and is a member of the Berkeley Unified School District’s Board of Education.

Arnolds named to American Health Council board

Katrin Arnolds, MD, was appointed to join the American Health Council’s Physician Board. Arnolds is an obstetrician-gynecologist at Beebe Medical Center in Lewes, Delaware, and previously finished a two-year fellowship at the Cleveland Clinic Florida.

Bianchi named director of child health, human development agency

Diana Bianchi, MD, in August was named the new director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development. Bianchi, who was scheduled to start her role in October, previously served as the founding executive director of the Mother Infant Research Institute at Tufts Medical Center in Boston.

Davidson wins Australian outstanding mentor award

Patricia Davidson, PhD, MEd, RN, FAAN, in August received the 2016 Australian Museum’s Eureka Prize for Outstanding Mentor of Young Researchers. Davidson is the dean of the Johns Hopkins School of Nursing in Baltimore. She was recognized for her work in mentoring doctoral and postdoctoral researchers on issues such as cardiovascular care.

Irvin named Mathematica Policy Research senior fellow

Carol Irvin, PhD, in July was named a senior fellow at Mathematica Policy Research. Irvin, whose research focus is Medicaid policy, is directing the national evaluation of Medicaid’s Money Follows the Person program and has served as a principal investigator on projects for federal agencies such as the Health Resources and Services Administration.

Stover named head of Indiana HIV, STI division

Dennis Stover, MS, in August was named director of the Indiana State Department of Health’s HIV/STD Division. Stover, who began his new role in September, previously served as executive director of the Indiana Community AIDS Action Network and as the Department of Health’s director of acquired diseases.
